The Restructured AAOIFI Fellowship And Qualification Programme

AAOIFI is proud to announce the restructured fellowship programme, comprising the flagship Certified Islamic Professional Accountant (CIPA) qualification and the enhanced Certified Shari’ah Advisor and Auditor (CSAA) qualification. This new structure, approved by the AAOIFI Education Board on 21 August 2025, introduces a modular approach that provides flexibility, clarity and professional progression for candidates world wide.

AAOIFI Modular Structure Certificates of Proficiency

The restructured scheme is built on a modular system, offering flexibility for candidates and alignment with professional standards. Each module is offered as a certificate of proficiency (CP). Candidates may complete modules individually and those who complete the full set will qualify for a fellowship designation.

Certificates

Completion of all three modules leads to the CIPA fellowship. Completion of CPSS and CPAAGE leads to the CSAA fellowship. Importantly, CSAA holders may progress to CIPA by completing one additional module (CPFAS).

Entry requirements and pre-requisite competency (PRC)

For CIPA and CPFAS, candidates must have either:

  • A recognised certificate or intermediate stage qualification from a professional accounting body; or
  • A four-year university degree (recognised by AAOIFI) with coverage of accounting, auditing, business, management or finance.

 

Candidates who do not meet the entry requirements will be required to complete the PRC, which covers basic accounting and reporting, audit and assurance, and the business and regulatory environment. The PRC examination will be based on AAOIFI’s BRE and AAE study texts.

AAOIFI Fellowship pathways

CIPA – awarded to candidates who complete CPFAS, CPSS and CPAAGE as well as meet PRC requirements.
CSAA – awarded to candidates who complete CPSS and CPAAGE.
Progression: CSAA holders can obtain CIPA by completing CPFAS and as well as meet PRC requirements.

This dual pathway strengthens both Shari’ah and technical specialisation, while providing clear opportunities for advancement.

AAOIFI Transitional provisions

  • CSA candidates will be integrated into CSAA according to their completed papers, with exemptions applied where applicable;
  • Holders of old CIPA qualifications will complete only CPSS to obtain CSAA;
  • Holders of old CSAA qualifications will be exempt from CPSS if they go for CIPA; and
  • Candidates who passed BRE under the old CIPA will not be required to sit PRC exams.

AAOIFI Fellowship and Module Registration – FAQs (2025–26)​

Why has AAOIFI restructured its Fellowship and Qualification Scheme?

The AAOIFI Education Board approved the restructured Fellowship and Qualification Scheme on 21 August 2025 to strengthen the global recognition of AAOIFI qualifications and provide greater flexibility to candidates.

What is the new modular structure?

The restructured scheme is based on three independent modules, each awarded as a Certificate of Proficiency.

a) Certificate of Proficiency in Financial Accounting Standards (CPFAS)
b) Certificate of Proficiency in Shari’ah Standards (CPSS)
c) Certificate of Proficiency in Audit, Assurance, Governance, and Ethics (CPAAGE)

Each module may be attempted separately.
• The CSAA qualification will be awarded upon successful completion of CPSS and CPAAGE.
• The CIPA fellowship will be awarded upon successful completion of all three modules plus the Practical Experience Requirement (PER).

Are candidates allowed to register for modules only, or must they register for the full CIPA or CSAA programme?

Candidates may register for individual modules. However, the fellowship qualification (CIPA or CSAA) will be granted only once the required modules have been completed. For CIPA, candidates must also fulfil the practical training requirement.

Do candidates have to pay an additional fee to obtain the fellowship after completing all modules?

Candidates registered in the CIPA or CSAA programmes will not be required to pay any additional fee for the award of the fellowship upon completing all required modules. However, candidates who are not registered for a fellowship but have independently completed the required modules will be required to pay a service fee of USD 100 to cover the processing, issuance, and delivery of the fellowship certificate.

A separate service fee of USD 100 will also apply for the issuance of a second fellowship certificate (for example, when a CSAA fellow later completes CPFAS and apply for CIPA).

What are the entry requirements for the new scheme?

Admission to the scheme requires appropriate academic preparation.

• The entry requirement for CIPA is a four-year university degree (from a university recognised by AAOIFI) that includes courses in accounting, auditing, business or management, and finance.
• Candidates without such a background will be required to complete Pre-Requisite Competency (PRC) examinations.
• AAOIFI will maintain and publish a list of universities whose degrees qualify for exemption from these prerequisites.

What is the Pre-Requisite Competency (PRC) requirement?

Candidates required to take the PRC examination must demonstrate competence in:

• Basic Accounting and Reporting
• Basic Audit and Assurance
• Business and Regulatory Environment (BRE)

The PRC will be conducted as a single examination module covering all three subject areas, with a fee of USD 100. Candidates who have already passed the BRE and AAE papers under the old CIPA will not be required to complete the PRC.

What will happen to current CSA students?

All CSA students will be transferred to the CSAA programme with effect from 1 January 2026.

• Candidates who already hold the CSAA fellowship will not be required to reappear in CSAA.
• CSA candidates who already hold the CSAA qualification may transfer to the CSE or CIPA programme at no cost.
• Candidates who have passed the SS paper under the CSA scheme will receive an exemption from CPSS, but will still need to complete CPAAGE to earn the CSAA qualification.

What exemptions will current CIPA candidates receive?

• Candidates who have passed the CIPA-FAR module will be exempted from the CPFAS paper but will not be eligible to obtain the standalone CPFAS certificate. They may only earn the CIPA fellowship after completing the remaining modules.
• Candidates who have passed the CIPA-SS&GS modules under the old CIPA will be exempted from the CPSS paper but will not be eligible for the standalone CPSS certificate.
• The CPFAS, CPSS, and CPAAGE certificates will only be awarded to candidates who pass the respective module examinations.
• Candidates who have completed both BRE and AAE will not be required to complete the PRC, but no exemptions will be granted for CPAAGE.

What will happen to the CSE qualification?

The CSE qualification will continue under its existing structure. CSE examinations will be conducted once a year, and current arrangements for registration and assessment will remain unchanged.

What are the duration and marks allocation for the new modules?

Each module (CPFAS, CPSS, and CPAAGE) will have a three-hour duration and carry 100 marks.

When will the new scheme become effective, and when will exams be held?

• The restructured scheme takes effect from 1 January 2026.
• The CIPA examination in December 2025 will be conducted under the old syllabus.
• The first examinations of the enhanced CSAA (CPSS + CPAAGE) will be held in December 2025.
• The BRE and AAE papers of the old CIPA will no longer be administered after December 2025.
• The CSA programme will end after the 2025 examination session.

What is the duration of the practical training requirement for CIPA?

The Practical Experience Requirement (PER) continues to apply:

• A two-year training period remains the standard, supported by a certificate of completion.
• The period may be reduced to one year if the training is demonstrably relevant (for example, undertaken in an Islamic financial institution or consulting firm) and properly documented. In this case, AAOIFI will require additional documentation as evidence of the work experience.

What are the fees for the new scheme?

The fee structure is as follows:

• CIPA Fellowship: USD 1,350
• CSAA Fellowship: USD 800
• CSE Fellowship: USD 1,350
• CPFAS (individual module): USD 550
• CPSS (individual module): USD 450
• CPAAGE (individual module): USD 350
• PRC examination (one module covering three subject areas): USD 100

Additional fees and conditions:

• A service fee of USD 100 will apply for processing and delivery of the fellowship certificate to candidates who are not registered in a fellowship programme.
• A separate fee of USD 100 will apply for the issuance of a second fellowship certificate (for example, when a CSAA fellow later obtains CIPA, or when a CIPA fellow also wishes to obtain CSAA).
• Digital certificates for CPFAS, CPSS, and CPAAGE will be issued to all successful candidates.
The exam retake fee will be USD 200.
• Candidates may transfer their full exam fee to the next sitting, provided the request is made before the close of the registration deadline announced by AAOIFI.
• A late registration fee of USD 100 will apply to any registrations submitted after the announced deadline.
• In case of a no-show, a fee of USD 100 will be charged to grant the candidate another attempt in the following sitting.

Discounts and special provisions:

• AAOIFI member institutions or group registrations will receive a 30% all-inclusive discount on applicable fees.
• The transfer of CIPA candidates to the new CIPA programme and CSA candidates to the CSAA (or CIPA) programme will not involve any cost. Examination fees for remaining papers will be applied according to the new structure.
• Candidates who have already obtained CPSS and wish to complete CSAA by taking CPAAGE will receive a 25% discount on the CPAAGE fee. This discount is valid only for exam sittings held before 31 December 2026.
